To Karnataka State Open University I don't know anything about To Karnataka State Open University but I would be generally cautious about Indian universities. While some, like Indian Institutes of Technology, are world-class, many others are notorious for their corrupt practices. When I was in London earning an LLM, many students in the program were Indian. I asked why and they explained that because of corruption there is often suspicion that an Indian degree was not legitimately earned. Getting a London LLM indicates that one is, in fact, educated.

Indian universities I would not go this far. As I stated Indian Institutes of Technology is a world-class university. I don't know enough about Indian universities to mention others but I'm sure there are others that are also very good. As everyone knows, Indian computer programmers are among the best in the world. And where would the US, Canada, and the UK be without India-trained medical doctors? But, I would be very cautious about a little-known Indian distance degree.
