    The internet is a treasure-trove of free educational materials. Just do a web search using some search terms derived from academic subjects of interest to you, names of scholars you follow, or things like that, along with filetype: pdf.

    You will find hundreds of academic papers, course syllabi (sometimes with complete class notes, readings and illustrations), unpublished theses and dissertations, even encyclopedias and e-books. All downloadable to your computer for free. I've been doing that for some time and have accumulated more material on a usb drive than I can read in years.

    There are lots of organized non-credit non-degree classes out there. There are interest groups in almost every imaginable subject that people can join.

    I think that facilitating independent study is an important aspect of distance learning that almost no one ever discusses. It's the aspect of DL that's of most interest to me at the present time.

    Then try to do it more persuasively. All you've done so far is say that it's inexpensive and that you like the materials they sent you. (Of course you can find more material than you can ever read online or in libraries, for free.)

    How can a "university" that seemingly doesn't even exist on the rest of the scholarly world's radar offer so many doctoral programs in just about every subject imaginable. I counted 35 doctoral programs, some of them in subjects like Fire Protection and Safety Engineering or Nursing, where real harm can be done by incompetents.

    By comparison, the University of California's most recent Merced campus currently only offers 14 doctoral programs.)

    It just isn't plausible to me. If IICSE was really doing what it says that it's doing, then one would expect to see research units, papers being published, scholars at other universities mentioning IICSE programs and scholars, IICSE taking part in collaborations, winning research grants, making presentations at conferences...

    Clicking on their PhD in Psychology degree plan:

    The courses don't appear very planned out. Courses on Attention and Perception, States of Consciousness both seem like Bachelor's or Master's-level coursework. A course on "Hypothesis" doesn't even make sense. Additionally, one of the courses is titled Psyhodiagnostics (sic). The brochure for the MS in Applied Psychology is copied from Wikipedia's article on Applied Psychology.

    Every school started out as an unaccredited school. Therefore, every school was conferring degrees before it was accredited.
