No one should lie on a university application. What for? There are legitimate ways to set up an international address. Corporate or otherwise.

You could be right that they only want a correspondence address but to be honest I don't think that's it. It just doesn't make sense to me. What would be the universitiy's motivation for allowing people to use a mail forwarding service? I would want some written verification from the university that this was OK before I tried it. Have either of you contacted OUHK to ask them if this is their policy? As I said, you could be right but I've never heard of any school anywhere engaging in this practice.

I don't know, but then I've never understood why open universities care where their students are at all. I understand most are subsidized, but one can always charge a foreign student more to make up for that. This has always especially annoyed me about the UK's Open University. Even living in Commonwealth countries isn't good enough for them -- non-EU residents need not apply.

I haven't contacted them. They don't seem to have a doctoral program in Education and I'm not looking for a DBA. The only places in Asia I've looked so far are India, where no one gets back to me; Singapore, who's National Institute for Education unfortunately seems to require coursework on campus; and Malaysia, and I haven't found out much about the University of Malaya yet.

Agree..... particularly OUHK is short of $$ now. I believe foreign students should be a good source of $$ for them. Their mindset remains being a university for Hong Kong and limit their scope in Hong Kong, and hence being conservative over issues like recruiting foreign students. It takes time for them to change their mind from a more-Government-like organisation to become more active in recruiting students and increase revenue sources.

BTW, as posted earlier...... OUHK offers doctorate degree in Education.

OK, I can't say you're wrong but it still seems odd. If you ever run into anyone who is doing this then send them over here so they can tell us the story.

That seems rather odd....kind of like Boston University only accepting students who reside in the City of Boston. As you mentioned, foreign students could be a serious case cow for OUHK.
