    I think some of the posters on this thread (stanislav and/or learner) speak, read and write russian, correct? After reading the "chiefs" credentials in cyrillic, what does it read? Would it make sense that the DUMA would issue such credentials? Where would one verify these credentials?

    It is bold to post .jpg's of such credentials. Isn't it obvious that he has way to many Degrees?

    "Institutions operating under this paragraph shall offer degrees and diplomas only in the beliefs and practices of the church, religious denomination, or religious organization."

    "The enactment of this paragraph expresses the legislative intent that the state shall not involve itself in the content of degree programs awarded by any institution operating under this paragraph, as long as the institution awards degrees and diplomas only in the beliefs and practices of the church, religious denomination, or religious organization."

    "Institutions operating under this paragraph shall not award degrees in any area of physical science. Any degree or diploma granted in any area of study under these provisions shall contain on its face, in the written description of the title of the degree being conferred, a reference to the theological or religious aspect of the degree's subject area. Degrees awarded under this paragraph shall reflect the nature of the degree title, such as "Associate of Religious Studies," or "Bachelor of Religious Studies," or "Master of Divinity" or "Doctor of Divinity"

    They also state this

    ITU is Recognized by UNESCO. UNESCO is recognized by the United States Department of Education.

    It is our opinion that UNESCO has the same standing, in its recognition by the U.S. Dept. of Education, as the Regional Accrediting Associations.

    I think this was the case but slowly UNESCO lost the respect of US
    HE establishment.

    I can be wrong on this second comment.

    "Cosmonaut" certificate is from "Russian astronautics federation" and is actually in English, so you can read it. What it obviously DON'T do is awarding the real title of "pilot-cosmonaut of Russia" (there is a special medal in Russia for this, and the only way to get it is to be on the cosmonauts team of Russian air forces).

    First "Duma" "appointment" letter is actually a certificate of participation. I can imagine thousands of such papers being issued to all people connected to this obscure and byurocratic "program".

    "Grand Duke" decree is hard to read and stems from I don't know who (I highly doubt it being from legitimate Royal Family; I don't think they do this; First line reads "Holy Russia" wich is NOT the official name for Russian Empire). The actual title is not "Grand Duke" (wich is reserved for princes of royal family) and starts with K; my guess is that it reads "duke of California". So our friend not only bought phony title but also lies about it.

    I'll view rest of the stuff later.

    I just spent a staggering ten minutes or so looking at the Chief's own list of his many and varied accomplishments. If you wish to know more about the sort of bishop he is, do a search with "episcopus vagans" as the search term. I've posted on this insalubrious topic in the past.

    The good Chief says he'll sue anybody who mocks him. So I will content myself with only two of the myriads of possible observations.

    First, the good Chief says that he has had only four tickets in 45 years of driving. I agree that a good driving record is an important qualification for an academic leader, especially if said academic leader is also a cosmonaut.

    Second, he avers that he has been married to the same lady for some 37 years. This is also commendable. There's one small difficulty. In the real Russian Orthodox church, a married man cannot be a bishop. So either (God forbid) the good Chief is, sadly, a widower, or the good Chief (slava Bohu) is not a canonical Orthodox bishop.

    I must admit that I am puzzled by one thing.

    In most pictures of Orthodox bishops that I have seen, if the bishop is holding any sort of staff, is almost always dikiri or trikiri--a staff topped with two or three candles, or another kind with two snakes curving toward one another at the top. (I forget the name.) This last derives from the symbolism of Moses' brazen snake and from imperial Byzantine regalia, just like the bishop's crown-like mitre in the Eastern churches.

    The good Chief, tricked out in his episcopal finery--and fine finery it is--appears to be holding a curtain rod with ornamented finials.

    Why a curtain rod?

    In conclusion, I have simply never seen a list of credentials and accomplishments by any other academic leader which can even begin to compare with the list of achievements given by the good Chief. Nothing even comes close. Absolutely nothing. I am awed.

    How about John Bardeen? He got his first Nobel Prize for co-inventing the transistor and his second for the correct theory of superconductivity. Now, Bardeen isn't a bishop, and in fact he isn't even alive anymore so the chief's got him beat there.

    No, not even close. That's just two things. The good Chief has many things.

    I also should have mentioned that the good Chief's university required proctored exams. That's not impressive. Lots of schools require that. Here's the really great thing. The ITU website says that a real estate broker can proctor exams. I think that's unique. And I'm impressed.

    If they weren't careful, they'd have cosmonauts yee-hawing around the universe, throwing empty beer cans out the airlock. Russia might start to look like California.

    Changing the subject for a moment from the amazing Chief to a more Orthodox topic, I gather that Orthodox parish priests can be married, but bishops can't. So unlike the Catholics, who recruit bishops from the ranks of their priests, my understanding is that the Orthodox churches are more apt to find their bishops among monastics in their monasteries. If that's true, I wonder if that ecclesiastical function helps to account for what appears to be a more vigorous survival of monasticism in the east, and perhaps contributes to the subtle differences in tone and atmosphere between east and west.

    My feelings exactly, Uncle!

    I, too, am awed, floored, and probably flawed by my inability to glean even the tiniest wisp of an appearance of any recognizable linkage to, dare I say it, any accredited institution of higher learning, from the Great Cosmonaut-Chief-Czar's curriculum vitae.

    Then again, come to think of it, as long as the Great Cosmonaut-Chief-Czar stays away from the CHEA-accredited and USDoE-recognized, fine institution, Haskell Nations Indian University, I am happy.

    Via these boards, I have come to know and respect two fine institutions, Kansas Wesleyan University (origin, 1886)http://www.kwu.edu/physics/
    and Haskell Indian Nations University (origin, 1884) http://www.haskell.edu/haskell/about.asp

    Why, they both even offer instruction in the arts and sciences and engineering physics, a subject that the Great Cosmonaut-Chief-Czar probably knows a great deal about.

    As to the Great Cosmonaut-Chief-Czar's depicted fine fineries and finials, I'd probably need to undergo an accredited 4-year or more program or DL-equivalent in Fine Arts to understand the full import of his pictured regalia.

    I'd love, Uncle Janko, to accept an invitation from you for me to come and sit at your feet and imbibe some cosmological or Eastern Orthodox or Mesozoic Aztec knowledge and history from you that way.

    Please stay as far away as possible from the Great Cosmonaut-Chief-Czar's advertised entities - unless you want to be similarly clad and pictured, in a couple of years, to everyone's delight.

    I guess that in the intervening five years a few schools have dropped off (D-Q U. lost its accreditation) and probably a few have been added. I noticed that a surprising number of the current North Central Association/Higher Learning Commission applicants seem to be tribal colleges upgrading themselves to RA.

    I agree with Unk and Jake that these are noble ventures and I think that the "Chief's" antics are doing his people no service.

    As I understand it, parish priests MUST be married (or widowed - they can not divorce or remarry). A young man after seminary have a choice - either marry and accept a parish, or take monastic vows and start a carreer in hope to become a bishop, metropolitan or Patriarch.
