The State of California says that the entity is falsely claiming to have a religious exemption that it does not actually have. Anyone know anything about its history?

Yes. There is a connection to the International Entity for Fundamental Studies, on which see much previous discussion. A Mr Jayasekara from Sri Lanka appears to be the genius loci.

The State of CA has "agree to disagree" with Indian Tribal
    (Protection) educational entity.

At this time they will not initiate legal action because their claim of operating illegally is challengeable and not all legal professional agree with them.

So their is a risk of what happened if they loose and other entities come back to CA.

So far CA did very good job to clean the State from Mills.

As far as IUFS with all the negative that is published one thing they do have and it's very powerful it's license as Institute from Russian federation ministry of Education.

In Russia only licensed educational establishments can apply for State accreditation.

According to documents I have seen and I'm not an expert they are in process of accreditation with Russian Federation - Candidate and there is a new date set for visiting comity to inspect IUFS.

All the other accreditations are unrecognized and anyone can read other posts on this subject.

IUFS school of Engineering is applying to The Accreditation Center (AC) - the accrediting body of the Russian Association for Engineering Education (RAEE). - Russian ABET. –

The list of programs accredited by RAEE is sent to the Ministry of Education and Science of the Russian Federation and distributed to signatories of the Washington Accord and to the European accreditation agencies.

Only Licensed by Ministry of Education Institutions in Russia
are allowed to apply for this accreditation.

In USA this is a privilege of RA universities to apply for Professional Accreditation in Russia only Licensed by Ministry of Education Institutions allowed applying for this accreditation.

The Federal Law of the Russian Federation “On Education” provides for state/governmental and professional/public systems of accreditation:“… The federal bodies of education shall …provide for state accreditation and encourage professional accreditation” (Article 37). While the state accreditation is mainly an element of state control, the goal of professional accreditation is to promote further development of higher education.
According to the Agreement between the Ministry of Education and Science of the Russian Federation and the Russian Association for Engineering Education, the association works out the national accreditation system for programs in engineering and technology in cooperation with the world engineering organizations, aiming to join the Washington Accord agreement on the substantial equivalency of accreditation systems and to integrate into the European system of ensuring the quality of engineering education.

Public professional accreditation can be sought only for educational programs licensed by the Ministry of Education of the Russian Federation.
    - IUFS is licensed to provide post secindary education by Russian Minisrty of Education, St Petersburg
State Committee of Science & Higher Education, Russia. On 25th August 2004, IUFS license was renewed with additional specialties on post graduate and graduate level that they can provide.

State universities in Russia accept transfer credit from IUFS.

St. Petersburg Civil jobs are avalble to IUFS graduates.

Because new - postonovleniye and agreement ( 2004) between Russian Professional accreditation bodies have the level of new Natrional Accreditation.

IUFS will post Professional Accreditation from Forestry and other profesiional fields.

This info is provided to me from St. Petersburg administrator and a friend in USA who earned degree from them.

    Why, Mr. Contreras!

Surely you must be enchanted with a school that offers a J.D. in Theology! I know that I am!

IUFS is applying for accreditation - if granted their Engineering
degrees will be accepted by washington accord.

but first they need to get accredited, no i'm not Shill or anything like that, simply pointing to posible outcome if BIG IF they earn accreditation by RAEE.

Visit UK EC and read about RAEE - Russua.
This is ABET USA or EC UK equivalent.

I have no involvement of any kind with IUFS but simply after discovering them on this forum I'm learning about this entity in Russia.

resently i descovered that one of my friends holds degree from IUFS. after talking about this school at a birthday party.

I'm ex Soviet and this issue of interest to me.

All of my relatives hold degrees from varius state universities of old system, the new system of Russia is slowly adapting Accreditation QA mechanism that is National and Professional.

Time will show how things develop there.

Signatories of the Washington Accord recognize RAEE.
Russia is aiming to join Washington accord.

Outside of Europe the ECUK is involved with four professional body agreements - the Washington Accord, Sydney Accord, Dublin Accord and International Register of Professional Engineers - and with two government sponsored initiatives - APEC Engineer Register and the Transatlantic Economic Partnership.

    The Bologna Declaration

The Declaration is not an EU instrument, but an intergovernmental agreement. Its signatories include several more countries than are in even the enlarged EU, such as Russia and all the Balkan countries, as well as states, such as Andorra , Liechtenstein and the Holy See, which are not mainstream providers of higher education.

Many Governments across Europe have adopted the Bologna language, and generally its objectives, with enthusiasm. In Eastern Europe the Bologna process is seen as a way of modernising HE systems as the countries concerned become further integrated into Europe

Is there anywhere on the site (I couldn't find it) that list what tribe they are associated with? Western Federation might be a legal entity but it is not a tribe.

    Dr. Latin Juris,

I have often wondered about your screen name...your most recent post heightens my curiosity.

The situation you describe is a common feature of administrative, as opposed to judicial, adjudication throughout the common law world. It is also not at all unknown even in the administrative court systems of Europe and Latin America.

In the common law system, at least, your "due process" concerns are met by the availablilityof judicial review, either through certiorari or statutory appeal.

You should know this if your screen name is any indicator.

Yeah, that's why I was curious about tribal afflication. In the 60's a lot of tribes gained Federal recognition that deserved it - a few groups got recognized that were not real tribes but realized the advantage of claiming such.

There is a "tribe" here in Florida that has state recognition but not Federal. I still haven't figured out how they did that.
