University of Phoenix started doing this years ago, all the required class materials are online and included in the tuition price. I imagine that's one of their selling points, that there is no cost associated with books.
Brandman is one of the Chapman University System schools, this one located in Irvine, California. I had a delightful visit and tour a couple of years ago and was very impressed with their forward thinking regarding both e-learning and how to do health care degrees with short residencies (and how creative they were with those residencies).
University of Phoenix charges a $140 materials fee per course (used to be $85) on top of their $410-630 per credit hour. I wouldn't really call that a selling point.
and there's still so many people with UoP ? i really wonder why they join up ~ i bet their local CC around the corner offered the same courses for $70/hour online.
