Currently, I believe only Dominica and St. Kitts sell citizenship. Panama and Belize have "pensionado" residency programs for retirees on large enough fixed incomes.

This is not entirely different from the U.S., which has an "investor" track for permanent residency for those willing to fork over enough, which then leads to citizenship a few years later.

I don't have a nephew. Well, or otherwise my sister is better at keeping secrets than I thought.

Yes - we have a similar program (think it's still in effect) in Canada. Applicants must meet certain wealth criteria and be prepared to invest a certain sum into establishing or buying into a business in Canada. It works pretty well.

There were some few incidents in which supposed investor/immigrants, who actually had little or no money, "borrowed" the starting funds under-the-table ($50,000 or so, IIRC) from someone already in Canada - and quickly gave it back, along with a hefty fee, after entry into Canada Net result - no investment, one unqualified immigrant (and family) jumped the turnstile. I think the Government has taken steps to eliminate this scam and altogether, it works pretty well.

BTW - I messed up the name of the Costa Rican University, UNEM. It's Universidad Empresarial de Costa Rica. Much the same meaning as whatever-I-wrongly-said. Basically "University of Business."

Also, about "Im Steves nephew." Judging by his posting, I think Kellydena5038 was referring to Steven Barnhart, not Steve Foerster. I took his "Barnhart and Royer" to be "Barnhart and Hoyer." Dr. Steven Barnhart and Dr. Richard Hoyer have each been associated with ownership of more than one er - non-traditional distance university. As far as I know, Steve Foerster's name has not. I'm sure the search-gadget here will bring up threads with the names Barnhart and Hoyer.

Also - the countries I listed - Panama, Liberia, Honduras and Costa Rica were known years ago for making money (legally) registering/selling "flags of convenience" for ships. Corrupt officials of these countries VERY frequently enriched themselves by issuing passports. These became known as "Panlibhonco passports." That's back when I first learned of 'em -- in the 60s.

Here's a quote from Eric Ambler's "This Gun for Hire" that deals with Panlibhonco documents, at a time when such a passport commanded the "outrageous" sum of $1200:

This Gun for Hire - Eric Ambler - Google Books

That was then, this is now - I guess. Thanks for the info, Steve.

Just for fun, I checked. Our board shows 10 mentions for Dr. Barnhart and a whopping 98 for Dr. Hoyer. Perhaps the difference is because Dr. Stephen Barnhart (not Steven, as I wrongly wrote, above) lists one doctorate, while Dr. Richard Hoyer lists six.

I learned recently that THIS school: Global Evangelical Christian College & Seminary

has awarded Dr. Stephen Barnhart an honorary doctorate. I'm not surprised, considering both Dr. Barnhart and his long-time buddy Rev. Dr. Robert Ray Hill are on the Board of Commissioners and Advisors of this school:

    "DR. STEPHEN BARNHART, CHANCELLOR (TIU)
    GRANDVIEW MISSOURI, http://www.tiu.edu/

    DR. ROBERT RAY HILL,
    ERLANGER, KENTUCKY "

I note, pursuant to the above, that Dr. Barnhart was also Chancellor of the unaccredited Missouri School that "merged" with the Panama University that awarded him his Ed. D. Again, I am not surprised.

Here's quite an old picture of Dr. Barnhart: http://www.securekc.com/messag16.jpg

Here's a more recent one, from the Kansas City Cigar Aficionado Club: http://www.meetup.com/The-Kansas-City-Cigar-Aficionado-Club/members/10113402/

Honest! It's the same guy! Hair dye!
