Ah, yes. This is the Palmers Green/Harrington and about 4 other bogus schools people.

Quite blatant, they are. When you talk to them, they freely admit that they're a diploma mill. According to one report, they bring in over a million dollars a month.

While I have you here: do you know of any credible Russian (or, for that matter, Israeli) schools open to the idea of offering research-based doctorates through a low-residency/no-residency arrangement?

Hello.

In case of Israeli universities, it is a rela problem: there are 6 universities, which offer Ph.D degrees, but they don't provide distance learning. Only Open University of Israel http://www.openu.ac.il offers degrees by correspondence, but these are only Bachelore degrees and two Master degrees (Computer Science and something humanitarin).
Every new program should from any university must be accredited by the Council for Higher Education http://www.che.org.il
I think, you need contact the CHE or Tel-Aviv University, which is a biggest university in Israel http://www.tau.ac.il
In other side, the Ben-Gurion University of the Negev http://www.bgu.ac.il offers the joint MBA degree with Boston University, may be they will be interested in your project.

Now, lets go to Russian Federation

Contact the Modern University for the Humanities http://www.muh.ru/eng/info.htm

This is a fully accredited university, which mostly operates by DL.
