Unfortunately, that's a different subject - if the majority is bilingual, and I agree it likely is. We were talking (at least Phdtobe was, and I was) of monolingual people - who "do not speak a European language," to quote Phdtobe. Outside of that - I'd accept the Navajo reservation as a "jurisdiction" no problem. Nunavut is not a reserve / reservation, as phdtobe correctly pointed out, but both Nunavut and the Navajo Reservation count as "jurisdictions" to me, at least.

If the majority of people in Nunavut "do not speak a European language" - as Phdtobe tells us, in so many words - then I think that would indeed make it unique among North American jurisdictions - or anything resembling a jurisdiction for that matter.

What is the language of instruction at Nunavut Arctic College?

The degree programs - both of them - are delivered in co-operation with other, English-speaking Universities - so I'm pretty sure most of the degree courses (and likely, many others) would be delivered in English.

    From the B. Ed. requirements:

"Applicants must have an academic grade 12 with a 65% average in five (5) core subjects and pass the NAC / NTEP administered tests in Inuktitut, English and Mathematics." So, I guess there are situations in which you need both.

There are other areas where Native language proficiency would be needed - Interpreter / Translator programs certainly and, of course, the Inuinnaqtun Language Revival Project. A quote about that program: "Fewer than 400 people still use the Inuinnaqtun language in the Kitikmeot region. Let's use what we learn to change that."

I'm impressed - the College's web page is available in English, French, Inuktitut and Inuinnaqtun. Small college - big ambitions.
