    Yes, we should. Churches, too. (Exemptions for the monies they spend on actual charities, of course.)

    Yes, he's right about the actual limitations. But things change over time.

    I think selling individual cigarettes is a different matter, however. (And I can't understand why it would be illegal if sold to adults.)

    My take: Best solution for us would be enforcement. Car checks on roads leading from Reserves are sporadic and symbolic. I don't think very much weight is being thrown at a problem that costs our Province $5 Billion a year - and probably much more when you consider the rest of Canada.

    Taxing First Nations (any more than they're taxed at present?) I couldn't bring myself to support that - ever. They already pay a lot more tax than some people think. https://www.cbc.ca/news/business/taxes/first-nations-pay-more-tax-than-you-think-1.2971040

    I just don't want criminals, Native or other, profiting from the sale of untaxed cigarettes. As for churches - no comment. They don't sell cigarettes so I'll leave them out of this argument.

    Here, selling cigarettes requires a license. With that you can buy them from licensed wholesalers and re-sell packs or cartons - or cans of tobacco - "makings." But a license for singles - unheard of, here. So they would be illegal. I remember when I was a kid in England, cigarettes were sold in packs of 20, 10 and 5. In some stores, a person short of money could (legally) buy singles. But that was England - around 1950. They can't now. Their law is - cigarettes in packs of 20 or more in the (plain) original packaging. "You cannot sell single cigarettes to anyone." Age restriction - 18+.

    Not selling singles probably keeps away attempts by young (underage) folks with little money, who shouldn't be buying any smokes. And some degenerate older folks, who will buy them for underage kids at their request. If it isn't the law where you live - I think there's a good reason for it to be adopted.

    BTW - getting pinched for buying cigarettes for someone underage here will cost the buyer and seller $4,000 each. Good deterrent.

    This phenomenon is common in low income areas.

    Not here - at least, not in stores. They don't want to get stiff fines and lose their licences. If you have no license to lose... you can still get in a pack of trouble and risk a 4-figure fine for selling or giving cigarettes to minors.

    Downtown, I see adults down on their luck buying singles from each other all the time. Doesn't worry me.
