The article has inaccuracies. For example, the technical sergeant could not (a) serve 33 years and if he did, he (b) would not have retired "too soon." Technical sergeants are limited to 20 years of service. Most of this has to do with computing eligibility based on reserve duty. That's dicey in a lot areas, including computing retirement pay. I'm not surprised it is messing with the GI Bill.
