    It hints that this may be a St. Regis case, but I don't see anywhere that they have identified the name of the potential diploma mills. Correct me if I am wrong.

    Captain Jeff DeVere? It'd be interesting to know if the good Cap'n was the same Jeff DeVere who attended Western State College of Colorado in the 1980s.

    Massachusetts doesn't do many things correctly, but the "Quinn Bill" (police education incentive) is one of them. From my informal research, I believe it's the most strictly regulated incentive program in the country; schools have to apply to be approved, and several RA schools didn't make the latest cut (not enough full-time Ph.D. faculty teaching in the program is the most common stumbling block);
