I don't mind at all the universities being on the hook. So many overpriced classes, with overpriced "custom" books, and degrees that wind up never paying off for the holder.
Given the abuses heaped upon student borrowers--high interest rates, predatory lending (see New Jersey's state program, for example), inability to discharge them through bankruptcy, making dead people pay (again, Jersey), a cartel-like education market--by both the federal and states programs, it's nice to see at least a little bit of concern for students and their families. After just a quick look, I'd have to think the behavior this protects against is primarily displayed by a slice of the for-profit sector.
