IMHO, this type of student is an excellent candidate for community college. That is high school graduates with low ACT scores that want to go to college. They should best enroll in a community college. Tuition is much cheaper and they hopefully will be able to live at home while attending their community college. They can also take some pre-college level courses in English and math to get better prepared for university level courses.

Great thoughts, Bill. One other thing - community colleges teach a wide range of things Universities don't -- many are practical courses, often with co-op terms, that may very well be of interest to, and lead to good careers for these HS grads, careers which they might not be exposed to, otherwise. Everything from cardiac sonography to financial services - and on to hydraulic technology. I'm a 3-time CoCo grad, from ages 46 to 62, which was 12 years after I retired. I saw a LOT of success stories - young people making very good money, right out of college.

(Added) Since their graduation, I'm aware of some that have made very impressive career advancement and are now in senior positions - and others that have thriving businesses of their own.

These days, quite a proportion of CoCo grads where I live, come from overseas, enrol on foreign student visas, and after graduation, go into their career, officially become permanent residents and quite quickly, citizens. That's immigration at its best. I wish them all well, here.
