    It's a prestigious university in the Thai context. It was originally called (in Thai) the 'University of Moral and Political Sciences'. It has since branched out into the natural sciences and engineering, but the 'social sciences' are still what it's primarily known for. One might say that it's to Thailand what the London School of Economics is to Britain.

    I don't have a clue what its English-language DL offerings are. It does offer a number of PhD and masters programs that it calls "International Programs", which I suspect are taught in English but aren't distance learning. You would need to be in Bangkok.

    I get the impression that the three online masters programs in the press release in the OP are taught in Thai and probably meant for Thais.

    After Chulalongkorn University, Mahidol and Thammasat are likely the two next most prestigious in Thailand. Like most universities in the capital, most will offer "international programs" in English but as heirophant has said, all will be residential.
