I understand. My assumption was that it was written by someone for whom English was not their first language and that was the reason for any perceived poor phrasing. If, as it seems, the facts of the article can not be verified then we can say that it is a case of poor reporting, regardless of the real motivation. I suppose I'm still thinking about the Axact case where guilt seemed abundantly clear yet everyone walked away completely clean.
