Fascinating. There's no indication that the issuing organization has degree granting authority, and a PGDip is typically awarded by institutions that do, but... well, technically it's not a degree now, is it?
I had the same thought. Maybe there's a school in the background that awards the PGDip but it's not mentioned in the story. Certainly something to ask about.
