To be fair, I always did find it a bit odd that a school in Texas would have to have approval in New York just because someone in New York wanted to take courses there. I'm not saying a state shouldn't have any role in what is "offered" to residents of a given state but I think the idea that the state essentially gets to veto what someone does on the internet is a dated notion that needed killing.
