It happens in every field. There are licensed physicians, veterinarians, and nurse practitioners practicing alternative medicine. One can argue that the government shouldn't even recognize acupuncturists, chiropractors, and naturopathic doctors. Acupuncture is mostly seen as harmless, so they don't really care whether it works or just benefits from the placebo effect.
