    I saw that they have MBA but it seems to be blended rather than fully online?

    That's not surprising. Nigeria's National Universities Commission frowns on final exams not conducted in person. They're not allowed at the undergraduate level at all, not sure about MBA and other postgraduate programs, but I wouldn't be surprised if they didn't allow that either.

    They also have the proctored online exam option, mostly for those outside Nigeria.

    From the site FAQ:
    How are examinations taken?
    Examinations are conducted online and students can write their examinations from their respective location.

    Will I need to physically attend lectures?
    Miva Open University offers online lectures. Optional meets and greets and other engagement events may be organized for students to interact with faculty members and coursemates. In-person attendance is not compulsory.

    I applied to the MPA. Let's see what happens.

    Update: I got rejected.

    Slight blow to my ego. Oh well. Onto the next.
