Illinois has been struggling with an out migration crisis for a while, but you can really see evidence of this in the number of students that are attending schools out of state: Illinois Recently, I cam across an ad from the University of Missouri - St. Louis (UMSL) pitching cost savings to Illinois residents. It touted how at the beginning of this year, Fall 2017, all Illinois residents can get the in-state rate in which they claim: "the savings can add up to more than $68,000 over the course of your bachelor's degree".
