    Well, evrything about it seems legitimate, but then again I am not an expert, which is why I posted this question.

    It was listed in wikipedia as one of the many open universities in the world (it was one out of a whole bunch of schools in that list). That (perhaps) gives it some credibility.

    It needs to be remembered that countries in the Developing World do not have the same access as the OECD countries to the Internet, even computers and that the number of people with HTML skills is relatively few. I lived in Zambia for three years. Considering that during the rainy season the phones often don't work in rural areas, and that electricity can fail throughout the year, having a web site is indeed a luxury when simply operating a university can be difficult.

    The government of Zambia is usually on line through the President's site at State House at http://www.statehouse.gov.zm/ where there are site links to the various government departments. Since the presidential elections were this past week and the new president declared only yesterday (1 Nov), it is not likely that there will be updates for a few days.

    The University of Zambia (UNZA) is nearly always on line, and offers a few programmes by distance http://www.unza.zm/.

    There are other web sites from Zambia with information and the developers of those sites might be able to help.
