I live near there and I've never heard of such a program. They advertise their master's programs in the Washington Post all the time, but I've never seen them mention a DL doctoral program. You could call them. Rich Douglas
GWU does offer an Ed.D. in leadership... at a satellite campus in Virginia somewhere... It's not really DL... but they make very good use of monthly(?) weekend meetings to achieve their residency requirements... This is yet another program where you'll need to be independently wealthy or take a "2nd" on your house... For the record... this program impressed me so much I almost went for it... very well thought out curriculum... appears to have a strong research foundation for an Ed.D... too bad about the industrial strength tuition though...
