exemption of religion schools from accreditation

Compliance is a chore whether one wants to set up a legitimate school or not. I could see someone looking for less stringent jurisdictions regardless of their intentions -- and definitely for less expensive ones, and the states vary a lot in this regard.

Of course, that's just my sense of it, I'll be the first to admit that without an actual study that's nothing more than a guess.
