The thread heading reads "English scholarships in France." Where does it say instruction is in English? I don't see it. The whole program is offered by the FRANCOPHONE University Agency (AUF).
I think one of these opportunities to study in France would be great - an experience of a lifetime, but I wouldn't be expecting instruction in English. What would be the point? I can do that here.

I took the info about studying in English from aother source for doctoral studies by dissertation.

So you got it somewhere else - and that wasn't about these AUF (Francophone Agency) programs, right? Doctoral studies in France by dissertation, you say? VAE, possibly? I once believed (not sure now) that at some universities, examinations for Validation des Acquis de l'Expérience could be done in English - but that's a whole 'nother thing. Enlighten us, please on your dissertation-only findings - but you still haven't shown us that the AUF programs you first mentioned are in English, as you claimed.

You got me. My French is not that great, but I got the information from a south african university site. I went back loving for the advert but couldn’t find it. It is quite possible that the advert could have been for a particular grant. If someone is interested in studying in France then that person can wade through the information provided.
