Educational Opportunity Tax Credit

    What about people who live in states without an income tax? Or, what about people from Maine who want to move to a state without an income tax?

    How is this going to attract many people when they can just live in a state without an income tax? They're not paying off your loans; they're offering you a tax credit.

    I suppose that's why it says "sort of" right there in the headline? But you make a valid point; if I wanted to live in New England and not pay state income tax, I'd already be in New Hampshire.

    It may be that they're just trying to make it a little easier for people to stay in Maine, not necessarily to make people want to move to Maine.
    Plus, I get that it's not a perfect solution to anything but I'm not going to criticize somebody for trying to do something/anything to improve a situation. It's more than most states are doing.

    The program has been around for Maine graduates since 2008. What's new is that they're extending it to everyone across the country, so the goal is to get people to move to Maine. It's something, but I'm not sure if it's enough.

    There are states directly paying off student loan debt for health (including mental health) professionals. The money would probably be better spent on making Maine colleges free or very low-cost with an agreement that the person stay in Maine for a minimum number of years.

    Enough to make a dent in the lack of young workers Maine has.

    You're probably right, although I'd also bet that this initiative, by itself, was never expected to solve the entire problem. There may be other things that the state is doing to help with this effort.
