In the end, it is not really important to know what kind of architecture programs NAAB accredits. It is only important to know if the program you're applying to is accredited by NAAB. If he had checked his state's requirements for accreditation and whether or not his program of interest met the requirements, he wouldn't have made this mistake.

ABET usually doesn't accredit BA in Engineering programs, but this is not really important to know either. If one needs an ABET accredited degree and sees that their program is not ABET-accredited (this could either be a BA in Engineering or B.Eng), then one should keep looking. If he didn't know how to look up a school's accreditation, he could have possibly enrolled in an M.Arch program that wasn't accredited by NAAB.

I don't see it ever happening for someone with a M.S. in Law, that's a degree for those who would like some legal education, but falls far short of an actual law degree, both in credits (30-36 vs. 80-90) and preparation. However, there can sometimes be a maverick who takes on the system, and wins. In Massachusetts, a graduate of Concord Law School sued the Board of Bar Examiners (acting pro se) to be allowed to take the Bar exam, and he won. He passed on his first attempt.
