Customers stiff Waitress - "We only tip citizens"

Depending on the restaurant/bar, sometimes the waitress may have to tip out the cook. Waitress gets her $3.91 an hour while the cook gets the regular minimum wage, which is $8.10 an hour in Ohio. And the waitress has to tip out the cook.
