I have been told that CIS oriented jobs are being outsourced and the IT jobs are being kept here in america. To my understanding, not that it's correct, alot IT jobs encompass networking, information security, and infrastructure support and these task can't outsourced overseas.

And that alot of CIS jobs (mainly programming) is being outsourced

I need to know if this is try because I need to declare a major in school between CIS or CIT, which is more in demand?

    Please help

Programming and IT are both being outsourced. Programming at software development companies such as Oracle has definitely gone overseas. I work in the IT department of a bank and our programming is done here in the US. We are planning on moving some of our DBAs, Unix admins and other operational support jobs to India however.
They have no plans to move development at this time.
You should be concerned about outsourcing but not overly concerned at this point in your studies.

What do you enjoy? Setting up networks, adding routes to switches, configuring web servers? This is the domain of the IT professional on a day to day basis. Where I work the developers design the software which often needs access to a database, a firewall hole opened up, a war file deployed to a weblogic server etc. We developers are not allowed to do these things so we open up a ticket with the appropriate operations personnel and they work the tickets in a change-control oriented fashion.
The network admins, web admins, unix admins are usually the last to know about things as they sort of work for the developers.

They are providing a service to us. They setup monitors for disk space, cpu utilization etc to determine when our systems are in need of upgrades and additional capacity.

The developers work with the business analysts to come up with technical solutions to the company's business problems. We determine how to meet their needs through technology. We create level of effort estimates, high level designs, detailed designs, screen mockups, database designs etc to communicate the vision. Then product determines if its willing to commit the manpower necessary to build the system. If approved, we staff up and build the system. The IT guys deploy it and maintain it in the production environment. If something breaks in the software we fix it. If the server crashes they fix it.

If i'm understanding correct doesn't the Management Information Systems Degree prepare one to become a Business Anylast? Also is Business Analyst position an in-house position or are they hired per need?

Yes most business analysts i have worked with have mis degrees. The type of person who enjoys programming and is good at it is sometimes too valuable to spend a couple of days making the white board version of a system architecture diagram look good. Business analysts are typically not paid as well as programmers but they can have a higher aptitude for management.

One thing to keep in mind with Programming though is that while the market is contracting somewhat due to outsourcing there's still going to be new demand for programmers, as quite a few are expected to retire in the next few years. Or at least that's what the Occupational Outlook Handbook seems to suggest.

    EXACTLY!

In fact the demand seams to be exploding, particularly in the area of web and mobile application development for small businesses. Many of these companies are running different open source applications and require programmers to develop new plugins and/or extensions to customize their apps.

Whereas, in the old days only major corporations hired programmers, these days it is completely common for a one-man-operation to hire a web application developer to do some custom coding for him. I know guys that are making a living just doing custom programming jobs for companies running Wordpress or Joomla. Personally, I am moving my consulting career from being more database oriented to being more web app development oriented.

On the other end of the spectrum, there are multiple reports of a hiring boom for programmers in Silicon Valley.
