Their administration pushed out their seasoned guards, replaced them with people unwilling to enforce control or garner respect, and than relinquished control to the gangs. Problems at every level. That being said, in this case, it was a privately owned and operated prison. Which is a shame, that such things even exist. Not sure I'd shed a tear in this situation though.
