Most individuals are paying a little less in taxes. The federal government intentionally made withholdings smaller to make people believe that they were keeping more of their money than they actually were. So, returns are smaller. Some are even owing when they've never owed before, but it's not because their taxes went up. Overall, corporations are getting more out of this Tax Cuts and Jobs Act. The CBO has concluded that it hasn't led to more hiring.
