Belive it when we see it. Every elections candidates make promises, Immigration is one such topic. On a first failure the issues get put a side and then not much is happening untill the elections season and the talk and competition for votes begins. We have promises from both candidates. One from Pr Biden to protect spouses of US citizens. And now Trump promises green cards to college grads. I think Bidens plan is long time overdue. The drawback will be increase in fake marriages.
Education, and legal status can offer better future, a much better choice then gangs and or crime for some.

I guess political ground changed. Priorities changed, demographic of voters etc? The case rulling states that there is no fundamental right, and rulled against it. Yet, Immigration laws if all the requirements are met allow spouses of US citizens come to the USA. I can be wrong but spouses of citizens who can't legalize because they don't qualify under current rules, maybe granted oportunity in some cases to bypass the rules.
It’s actually a good question. The answer has to be it depends. One thing I’d really like to see is making work visas more available. For example unemployment right now is very low. They want to work. I say let them work and pay taxes so I can continue getting social security.

The power grid was a choice, but the shortage of water is on nature and climate change. Texas' solution to everything is border security and shipping immigrants to blue cities in other states.
This is why creation of a body such as department of Immigration absorption can manage the settlement, and absorption of immigrants in to work force, based on best interests of the states. Or another body, that is not policing but managing immigration. Since managing legal residents and future citizens.
That's not a bad idea. Legally, the government can't restrict movement, but they can grant citizenship or permanent residency preference based on current state of residence and employment. As an example, Maine has a shortage of people who are working age, and they've been offering incentives to get remote workers to move there. Immigration could nudge people in that direction.
