Yes, it is indeed. But a few years ago, there was a spate of (mostly) foreign-owned uncredentialed schools that used a loophole. We had quite a time with these. Probably the same reason the Euro and the Dollar and the Pound don't have 250 cents / p. It's like a safety-valve. In a 36-hour day people would go broke buying all the distance-ed bargains.
