I would request Interlibrary Loan (ILL) from your local library. They can ship you a copy for one or two weeks depending on library policy: https://www.worldcat.org/title/name-it-frame-it/oclc/27784264 Once you have it, you can read it, and make your notes. I'm not sure of the legality of duplicating an out-of-print book, since the organization that held the copyright may itself be dissolved. But this would at least give you the material.
I asked for it at the institution I am enrolled in. Looks like they have access and noted that he wrote another book about TRACS (which I have also ordered). Thanks for your help.
Keep in mind that Steve Levicoff notes it is woefully out of date (perhaps more than 30 years). For that reason, I don't believe he sends out copies to anyone. It is an interesting read but don't expect currently relevant assessments.
What is the title/institution/year of your dissertation or is it in book form? I'd like to read it if relevant.
