Considering the existensce of Community Colleges, CLEP, DANTES, Excelsior College exams, and credit portfolios, I would have to say: YES!!!!!!!!!!

Only you can decide if it is stupid to spend $40K on a BS degree. Get the degree that you want at a price you are willing to pay. $40K is normal for an education. Not a distance education, but there are many, many B&M students that pay more than $40K (over the course of 4-5 years) for a degree.

Asking if a certain price range is silly is like asking if it is stupid to pay $60,000 for a car. Some people are going to say yes and others are going to say no.

Just like with the car, there are many alternatives. Some alternatives are acceptable to you and others are not. You could go for least expensive program but not all schools are the same just like not all cars are the same. Find a program that best fits your need.

I was looking specifically at the Regis U. BS in CS and the National U BS in CS both cost over 40k for the degree. But they also seem like full blown CS degrees.

I am in the final 8 weeks of the Regis MBA program. I don't know much about the CS program but Regis is a great school.

I drafted a list of doctoral possibilities for a friend once, and included Regis because they had the discipline she wanted. She wasn't interested because of their Christian basis. How strong is Christianity there, by which I mean, would someone who is not a Christian be out of place?

DL students would never know Regis is a "religious" school.

Classroom based students would know but only because there is a chapel on campus.

At least in graduate classes, religion never comes into play.

When I was considering Regis for graduate studies I had an online chat with an advisor there. She told me that there wasn't a religious component to graduate studies, and then she volunteered that she wasn't even a Christian. She said that for her, the subject never comes up.

I had a feeling that was the case. But I don't think it matters in this case, as at this point the friend I mentioned is leaning toward Touro anyway.
