Why we need a Reasonable University

Rosie just received this from the office of Non-Traditional Programs at Western Illinois University, regarding the self-same Spanish exam for which Excelsior College grants 16 credits:

"I have been informed that no credit has been awarded from the letter sent from New York University School of Continuing and Professional Studies. I would suggest that you check on CLEP exams. (See page 102-103 in your Student Manual.) Since you obviously are proficient in Spanish, there is a Spanish Language exam with a possibility of 12sh of you earn a score of 55."

At a Reasonable University, "obviously" would be good enough, wouldn't it?
