Well, there goes the idea that only for-profit's have this issue.

 

Pretty much any school that relies almost exclusively on tuition and doesn't have a massive endowment to fall back on can be on a list like this.

Even the public schools these days derive such a small amount of their budgets from public funding. So it's just a scramble to catch the federal dollars that ED throws out into the wind.
