Yes. At one time it was being touted as the 4th University of Illinois Campus. I believe this was after they decided to seek independent accreditation.

One of the earliest proposals for the Global Campus sought to have the faculty that designed online courses for the ground campuses turn over their content to the global campus. The response to that was not positive! Later revisions of the proposal attempted to fix the most glaring problems, but it was always an uphill battle. It's surprising that they continued to push forward for as long as they did. Embarrassingly enough, they use the term "Global Campus 2.0" to refer to the concept of having the individual campuses regain full control and responsibility of implementing online programs. So essentially, the individual campuses are back to where they were, but with a silly new concept name to make the university system feel better about dropping millions on a failed project. The upside is that the individual campuses can now turn their attention back to developing and running quality online programs.

I can't speak for all their programs, but the one I was interested in would have been through Urbana-Champaign even though it was a 100% GC program. So not an online ghetto...
