Unitary Executive and Donald Trump

    Although the theory is older, I first became aware of the Unitary Executive during the first term of George W. Bush. Bush wanted to tell the independent International U.S. Canada Boundary Commission what to do. The Commission objected that political interference would make its job impossible.

    The Boundary Commission is just one small agency Congress "insulated", that is, made independent of executive control. There are much larger and more significant agencies as well. This matters.

    The Unitary Executive theory points out that the Constitution vests the executive power of the federal government in the President. There is neither any exception nor any provision for independent agencies to be created by Congress or anyone else.

    This argument has made me uneasy ever since. I haven't found any clear counterargument; I suspect it's, in fact, correct. Trump will use this argument to take over agencies that could well do without his interference.

    I was expecting chaos when Trump won reelection. Even I am surprised by the huge quantity by the deluge of chaos we're seeing this term.
