Tennessee State University (R2, HBCU) offers an online (synchronous*) Ph.D. in Public Policy & Administration. The program began in 1991 and was offered on campus.

*Core and elective courses typically meet one evening per week.

Based on their 2016 data, most of their graduates were tenured or tenure-track faculty.

The school recently approved the waiver of the GRE for this program.
    • Students completing the Master of Public Administration degree or a Master’s degree in an associated field at TSU or another accredited university with a program GPA of 3.7 or higher may have the GRE requirement waived for admission into the Ph.D. program.

    • Students completing the Master of Public Administration degree or a master’s degree in an associated field at TSU or another accredited university with a program GPA lower than 3.7 (while having a GPA of at least 3.25 in previous graduate studies) and who meet all admissions criteria for one of the 18 credit-hour graduate certificate programs offered by the Department of Public Administration, may be admitted to that graduate certificate program. If they complete that graduate certificate program with a 3.7 or higher cumulative GPA in the certificate coursework, the GRE will be waived for admission into the Ph.D. program. All other admission requirements must be met by any applicant seeking admission through one of these pathways.”

I emailed Dr. Rodney Stanley, Department Chair/Professor of Public Administration at TSU.

    My email:

"I would like to know if the Ph.D. in Public Policy & Administration requires any on-campus requirements? In other words, can students complete the program 100% online without ever visiting Nashville, TN?"

    His response:

"Yes, they can complete the program without ever coming to Nashville."

I'm surprised he even replied today since it's a holiday.
