Mammoth Lakes, CA (a ski area) requires either snow tires on 4 whel drive vehicles or tire chains to drive on city streets during heavy snow conditions. (or get a ticket). I hated this law because my Subaru Outback seemed to perform better without chains. I have long suspected this is a "make work for the locals" law.
