The Open University

Less than ethical people in the USA use convenience addresses in other states to avoid state taxes and car inspections.

Big penalties if caught.

I suppose someone could do this to obtain low cost college tuition but might take a year or so to plan.

 

What was Open University's original bias against accepting US students? Do they not like people from across the pond?
