The 'why' of that conclusion escaped me.

 

Hmm, that's weird. How can it cost more?

 

Good question.

Maybe they're not doing it right. Maybe they don't want to do it right so to protect their sinecures.

Less cynically, maybe it just costs more than we've imagined.
