And if you're a minority (ie, non-white), you can get in-state tuition rate at the University of Minnesota-Twin Cities, despite coming from another state. That's been the policy there for some years. But even with 2.5 or 3 million people in Mpls.-St. Paul, they are also anticipating a declining student population on the next 5-10 years, so they may have to follow SoDak's example, generalizing it.
