Just came across this, I never knew there was such an issue until now! Seems students are using the toilet paper for all the wrong reasons, such as playing pranks on others, students are 'up to no good' and wasting money, resources, time... It reminds me of hostile architecture. Somebody uses a common good in a way that seems "wrong," and rather than address that issue, the common good--in this case toilet paper--is threatened with removal, therefore making everyone miserable. Architecture/Design example: Waiting room seats for the public have been removed from train stations and airports here in New York City (and other places) to keep mentally ill homeless individuals from using them to sleep. But it also means that a weary, exhausted traveler at the end of their trip has no place to sit. In Grand Central's Food Court, about 90% of the sit-down dining tables and chairs have been replaced by stand-up tables with no seats--again, to keep mentally ill homeless people away, though the excuse given is to prevent COVID by discouraging lengthy indoor dining.

I've seen examples of all of these in NYC. But getting rid of toilet paper rather than help the students develop a rational outlet for their pent-up energy: That's really crazy.
