So wait... Baltimore is 16th and Washington, DC isn't on the list at all? The only way that could be true is if they're referring to the Washington–Baltimore Combined Statistical Area as a single city and wrongly referring to the whole thing as "Baltimore". (Which I suppose I would believe given that this originates from the Daily Mail.)
