I would call it discrimination. If there is going to be discrimination as to who should get this support, it should be needs based rather than characteristics based.
Children can't help it if they were born white. There is no need to deny a child help, based solely on the color of his skin.
As a minority, I think it is ridiculous. If the tutoring offers only to students from low-income family is understandable, but race is considering discrimination.
I'm sure that there are at least a few people out there that would argue that this is "fair." The very beginning of discrimination and in turn racism is the categorization of "others." It may be that "students of color" are faring statistically worse than "white students" (whatever those distinctions really mean), but to apportion help based upon race alone is to both perpetuate the categorization of "other" and to ignore causality. Race doesn't CAUSE academic lagging, but policies like this reinforce the fallacious notion that it does. What is the cause? Why not work on figuring that one out? Ignoring the cause is like wrapping bandages around a bloody shirt.
I think it should be based on academic perf. So it should be available to kids who are falling below a certain grade level, such as C students. That would be too reasonable though.
