Coursera has a similar deal with accredited traditional Universities. Cousera delivers another University grants the degree, it is way cheaper than attending to an on campus program.
In Spain, there was a need to offer online education for professional development but the traditional system requires the government grants every degree. (It is not the school but the Government that grants the degree). This is not very convenient for programs that require constant change and approval from the Government takes years. The solution was to make a "Propio" and "official" degrees, Propio degrees do not need to be recognized by the Government. The US system is different, regional accreditation is for institution and level and not for every degree so an accredited University can offer any degree they want and it will be accredited so there is no need to have "propio" and "official".
The cost issue is relevant but it wont hit most schools in the US. France and Mexico have free degrees online (or almost free) and you don;t see Americans rushing to Mexico to take online degrees from UNAM or other top schools. The language barrier is one issue but the other is market recognition. The OP already has a job and a career with degrees from a local school but I doubt he would be able to get the same jobs with nursing and masters degrees from Nicaragua. The PhD was mainly used for a job that pays so little that most people wouldnt bother to do a PhD just to be a poorly paid adjunct, in this case the PhD works as a cherry on the cake for a career that was already established and just was done for personal development and a little pay increase probably.
The same with ENEB degrees, it can help me to qualify to teach another subject as an adjunct, if I use it in addition to my Masters from a local school. It might help me to get some kind of work but it is not expected to get you the same credibility that a Masters from a traditional US school.

The cheap Spanish degree would help you as a continuing education the same any course era course or certificate gives to you.

I general, the future seems to be online for continuing education. Traditional Universities would still be preferred for professional degrees that require labs, networking and face to face work but most cont ed will be done online.
