If Saba University were sponsoring the DSW program it would depend on who the educational authorization authority is (eg Govt of Saba or the Federation of the Netherlands Antilles). Then you may be in a situation like Berne. Does the Federation have it's own public Univeristy. If not does the University of the West Indies recognize the DSW program. This would help answer whether US Foreign Credential Evaluators might see it as an equivalent of accredited program. North
