Normally I would agree, but the author is merely calling for consistency across all of the public institutions of the UNC system, which doesn't seem unreasonable.
The same could be said for SUNY which, as far as I can tell, does and doesn't guarantee transfer of courses between campuses. I believe that the courses must be deemed suitable to the programs offered.
